The latest industry attention on Australia’s Cyclone Reinsurance Pool is a useful reminder that affordability reform is only one part of the strata insurance equation.
The pool was designed to reduce the cost pressure created by cyclone risk, particularly across northern Australia, where residential strata schemes can face difficult renewal conditions because of wind, rain, storm surge and ageing building infrastructure.

For owners corporations and body corporates, the key message is that the pool may help moderate pricing in some higher-risk locations, but it does not remove the need to present a building as a well-managed risk. Insurers still assess the condition of the property, claims history, construction type, exposure to water ingress, roof maintenance, lift vulnerability, basement drainage and the quality of supporting documentation at renewal.

This is an extension of the issues covered in our previous reporting on the ACCC’s final monitoring report, which found that strata schemes in higher cyclone-risk areas had seen some average premium benefit after insurers joined the pool. The more recent discussion is less about whether the pool exists and more about whether its benefits are reaching complex buildings consistently, especially where schemes have multiple towers, mixed uses, older services or unresolved defects.

Strata committees should avoid treating cyclone pool participation as a substitute for renewal preparation. A building that can show current valuations, recent maintenance, roof and gutter records, waterproofing history, updated essential services reports and clear claims documentation is likely to be easier for an insurer to assess. That does not guarantee a lower premium, but it can reduce uncertainty and limit the risk of restrictive terms, higher excesses or last-minute information requests.

There is also a practical budgeting issue. Even where premiums stabilise, schemes may still need to review excesses, optional covers, catastrophe limits and sums insured. Replacement cost pressure remains a live concern for strata buildings because reinstatement after a major cyclone can involve specialist trades, temporary accommodation disruption, lift replacement, debris removal, engineering reports and lengthy access constraints.

The best approach is to start the renewal conversation early, particularly for buildings in Queensland, the Northern Territory and northern Western Australia. Committees should gather risk documents before the renewal window, resolve maintenance items where possible and ask clear questions about how cyclone, flood, storm surge and water damage are treated under the policy wording. The cyclone pool may be helping parts of the market, but strong risk management remains the factor most directly within a strata community’s control.
